Pakistan Army Deployed in Rawalpindi for Six Months on Security Duties

ISLAMABAD, PAKISTAN — WEB DESK: Pakistan’s federal government has approved the deployment of three companies of the Pakistan Army in Rawalpindi for six months, following a request from the Punjab government to strengthen security arrangements in the strategically important garrison city.

The deployment will take effect immediately and is intended to support the district administration in carrying out sensitive security duties and maintaining law and order, according to multiple Pakistani media reports published on Saturday.

The Punjab Home Department had formally approached the federal Ministry of Interior seeking military assistance in Rawalpindi.

Following the request, the federal government authorised three army companies to be deployed for a six-month period.

The troops are expected to assist the civil administration in preventing undesirable security situations and responding to unforeseen circumstances when required by local authorities.

Deployment Approved Under Article 245

Reports on the government decision say the deployment has been authorised under Article 245 of Pakistan’s Constitution, which provides for the armed forces to act, under federal government directions, in aid of civil power when called upon to do so.

The move therefore does not transfer ordinary civilian administration of Rawalpindi to the military. Instead, the troops will provide security support to civil authorities under the terms of the federal authorisation.

Pakistan’s legal framework also contains provisions allowing the federal government to call in armed forces or civil armed forces in aid of civil power for specified security purposes.

For example, Section 4 of the Anti-Terrorism Act 1997 provides a mechanism for the federal government to order the presence of armed or civil armed forces where necessary for the prevention or control of terrorist acts and scheduled offences.

Three Army Companies Assigned

The government’s authorisation specifically covers three companies of Pakistan Army personnel.

Some reporting has estimated the deployment at more than 400 personnel, although the official strength of the force assigned to Rawalpindi has not been consistently specified across reports.

For that reason, the number of companies — rather than an estimated troop total — is the more reliable figure for publication.

The six-month duration is noteworthy because it establishes a defined period of military support rather than a short deployment tied to a single event.

Authorities have cited sensitive security requirements, prevention of possible disturbances and preparedness for unexpected situations as reasons for the arrangement.

Exact Threat Not Publicly Detailed

The government has not publicly identified a specific new threat that triggered the six-month deployment in the reporting available at the time of publication.

This distinction is important because the decision should not automatically be interpreted as evidence of an imminent security incident.

Rawalpindi is one of Pakistan’s most security-sensitive cities and hosts the General Headquarters of the Pakistan Army, alongside other military and government installations.

The city has also experienced heightened political and security activity in recent weeks.

On August 11, a shooting incident occurred on Rawalpindi’s Mall Road involving a security official and a man identified by federal officials as a PTI activist. The incident subsequently triggered competing claims from the federal government and the Khyber Pakhtunkhwa government.

However, no official evidence reviewed for this report establishes that the new six-month army deployment was ordered specifically because of that incident.

Army to Assist Civil Administration

Under the approved arrangement, army personnel are expected to remain available for security assignments requested by the Rawalpindi district administration.

Civilian authorities will continue to perform their regular administrative and law-enforcement responsibilities.

The decision comes amid heightened attention to law and order and political developments in Pakistan, making the duration and scope of the Rawalpindi deployment particularly significant.

The federal government’s approval remains effective for six months from the start of the deployment, unless authorities subsequently revise the arrangement.
