UN General Assembly Adopts Pakistan-Led Resolution on Assistive Technology
NEW YORK, UNITED STATES — WEB DESK: The United Nations General Assembly has adopted by consensus a Pakistan-led resolution on access to assistive technology, marking the first time the General Assembly has approved a resolution specifically devoted to expanding access to products and services that support people with disabilities and others who need assistance in daily life.
The resolution, titled “Access to Assistive Technology,” was adopted on Wednesday, September 2, with Pakistan leading the initiative. It calls for sustainable access to quality and affordable assistive technology and places the issue within the wider global agenda covering health, education, employment, social protection and social participation.
Pakistan’s Permanent Representative to the UN, Ambassador Asim Iftikhar Ahmad, introduced the resolution for adoption, describing access to assistive technology as an issue closely connected to development and inclusion.
What Is Assistive Technology?
Assistive technology is a broad category encompassing products, equipment and related services that help people maintain or improve their functioning, independence and participation in society.
Depending on an individual’s needs, these can include mobility aids, wheelchairs, prostheses, hearing devices, communication technologies and other accessibility products.
The Pakistan-led resolution seeks to move the issue beyond a narrowly medical framework by recognising its connections with education, employment, healthcare, social protection and meaningful participation in society.
This distinction is important: the resolution is not about expanding access to consumer technology generally, nor is it specifically an artificial-intelligence or telecommunications resolution.
Pakistan Says 2.5 Billion People Need Assistive Products
While presenting the measure, Ambassador Ahmad said approximately 2.5 billion people worldwide require one or more assistive products, devices or related services, while millions continue to face barriers to accessing them.
The challenge is particularly significant in developing countries, where affordability, supply chains, procurement systems, technical capacity and access to specialised services can limit availability.
Pakistan argued that improving access could help reduce inequalities and allow people who need assistive products to participate more fully in education, employment and community life.
Resolution Calls for National Strategies
The resolution encourages UN member states to develop national strategies for assistive technology and establish priority lists of products based on the needs of their populations.
It also promotes stronger research and innovation, better data collection and the establishment of appropriate procurement systems to improve availability and affordability.
Another element highlighted by Pakistan is the meaningful participation of people who use and benefit from assistive technology in decisions affecting them.
The approach is intended to ensure that policies are shaped not only by governments and institutions but also by the needs and experiences of users themselves.
First UNGA Resolution Specifically on the Issue
The diplomatic significance of the initiative lies partly in its scope.
Current Pakistani and UN-related reporting identifies it as the first-ever United Nations General Assembly resolution specifically devoted to access to assistive technology.
Its adoption by consensus indicates that no member state called for a recorded vote against the text.
However, “adopted by consensus” should not automatically be rewritten as “unanimously approved in a vote.” Consensus adoption generally means the resolution was approved without a formal recorded vote, which is procedurally different from every member state casting an affirmative vote.
Resolution Is a Policy Framework, Not a Binding Treaty
Another important distinction concerns the legal effect of the resolution.
A UN General Assembly resolution of this type is not equivalent to a legally binding international treaty. It establishes international political commitments, recommendations and policy direction but does not by itself compel governments to purchase specific technologies or impose legally enforceable obligations equivalent to treaty commitments.
Its practical impact will therefore depend largely on how governments, UN agencies, development institutions and other stakeholders translate its recommendations into national policies, budgets and programmes.
The resolution encourages countries to build national strategies, strengthen research, improve data and create appropriate procurement systems rather than prescribing one universal implementation model.
Pakistan Puts Accessibility on Global Development Agenda
The initiative also fits into Pakistan’s broader engagement with the UN development framework.
Pakistan adopted the Sustainable Development Goals as part of its national development agenda in 2016 and has since worked with UN agencies on programmes involving social inclusion, health, education and technology.
The latest resolution attempts to connect assistive technology directly with those wider development priorities.
