Ayaz Sadiq’s Water Remarks Spark Tense Exchange With Indian Delegates

CAPE TOWN, SOUTH AFRICA — WEB DESK: Remarks by Pakistan National Assembly Speaker Sardar Ayaz Sadiq about sudden river flows and the withholding of water prompted a tense exchange involving Indian delegates during the 69th Commonwealth Parliamentary Conference in Cape Town, as the session chair intervened to maintain order.

Sadiq was addressing a session focused on parliamentary leadership in tackling climate change when he raised water-related challenges facing countries vulnerable to environmental disruption.

Importantly, the Pakistani speaker did not name India or any other country while making the remarks. Both the National Assembly’s official account and independent reporting confirm that he referred more generally to sudden flows of water into rivers and the withholding of water.

Indian Delegates Seek to Intervene

According to the National Assembly Secretariat, members of the Indian delegation attempted to intervene while Sadiq was speaking, prompting the chair to call for decorum and allow him to continue his address.

The Express Tribune reported that footage from the conference showed Indian representatives attempting to obtain the microphone as Sadiq continued speaking.

The intervention came after Sadiq’s references to water management.

The Tribune, citing sources, reported that members of the Indian delegation had not expected the Pakistani speaker to raise the issue and sought an opportunity to respond.

Conference Chair Intervenes

As the exchange continued, the session chair intervened to restore order.

The National Assembly’s official statement says the chair initially called for decorum so Sadiq could continue. It further states that the Jamaican speaker hosting the meeting subsequently took a microphone from an Indian delegate who continued speaking.

Dawn similarly reported that Indian delegates tried to interrupt the Pakistani speaker’s address and that video footage showed attempts to intervene during the proceedings.

Sadiq ultimately continued and completed his address.

Sadiq Did Not Directly Name India

The distinction between Sadiq’s actual remarks and their apparent interpretation by Indian delegates is important.

According to the available reporting, he did not explicitly accuse India during the speech. Instead, he discussed “sudden flows of water in rivers” and “withholding of water” while addressing wider climate-related challenges.

The remarks nevertheless carry significance against the backdrop of the longstanding Indus Waters Treaty dispute between Pakistan and India.

Sadiq has previously spoken explicitly about the treaty. In August, he said India’s suspension of the Indus Waters Treaty violated international law and described water security as directly connected with Pakistan’s food, economic and national security.

On September 1, he also welcomed a Permanent Court of Arbitration decision concerning the treaty, saying international agreements should be respected and disputes resolved through established legal mechanisms.

Those earlier statements provide context for the sensitivity surrounding his latest remarks, though they should not be inserted into Wednesday’s speech as words he did not use there.

Climate Change Was Main Focus of Address

Despite the diplomatic exchange, the primary subject of Sadiq’s address was climate change and parliamentary responsibility.

He called for stronger parliamentary leadership, democratic accountability and international cooperation to address the effects of climate change.

Sadiq argued that climate adaptation policies should involve meaningful public participation and that democratic institutions should provide effective oversight of both climate policies and their implementation.

He also highlighted the effects of climate change on food security, water availability and public health.

Calls for Climate Finance and International Cooperation

Sadiq said effective climate adaptation would require fair financial support, international cooperation and sustained parliamentary engagement.

The Pakistani speaker’s broader argument was that parliaments have a central role in ensuring governments remain accountable when designing and implementing climate policies.

The water references therefore formed part of a wider discussion about how climate-related events can affect communities, economies and national resources.

Pakistan-India Water Issue Remains Sensitive

Water has remained a major issue in Pakistan-India relations, particularly surrounding the 1960 Indus Waters Treaty.

Pakistan maintains that treaty obligations must continue to be respected and has opposed India’s position regarding suspension of treaty cooperation.

Sadiq has previously argued that the agreement is directly linked to regional livelihoods, agriculture and economic development and should be upheld in accordance with international law.

Wednesday’s Commonwealth conference incident illustrates how sensitive the issue remains in bilateral relations even when India is not explicitly named.

At the same time, available evidence supports a narrower factual description of what occurred: Sadiq raised water withholding and sudden river flows during a climate discussion; Indian delegates sought to intervene; and the conference chair stepped in before the Pakistani speaker continued his address.
