Field Marshal Syed Asim Munir, Chief of Army Staff and Chief of Defence Forces, in his address at the National Defence University, emphasized that wars are not won through media rhetoric or political slogans but through faith, unity, discipline, and professional excellence .

External Interference and Proxy Networks
The evolving security landscape reveals a troubling pattern: as Pakistan’s economic development accelerates, certain hostile forces—avoiding direct confrontation—attempt to create instability through non-state actors. The strategy aims not only at causing casualties but at undermining the investment climate, creating uncertainty among the populace, and eroding trust in state institutions .

Recent terrorist attacks in Balochistan and subsequent security operations have once again highlighted that the enemy’s focus remains on this province, which holds extraordinary significance due to its natural resources, geographical importance, and regional connectivity. Balochistan is not only the center of Pakistan’s coastal and mineral future but also a vital part of regional trade corridors and economic projects. Every attempt to create unrest here targets not just a single province but the entire national development vision .

The timing and nature of attacks by terrorist networks active against Pakistan often coincide with moments when the country is making positive progress in economic stability, diplomatic activities, or development projects. This raises a crucial question: is terrorism merely a security issue, or should it be viewed as part of a broader geopolitical game?

India’s Proxy Warfare Strategy
Pakistan’s security establishment has consistently highlighted India’s involvement in supporting terrorist networks. Following India’s setback in the conflict of May 2025, Pakistani officials argue that New Delhi has expanded its use of proxy terrorism through what has been termed a “centrifugal trajectory” . This includes the alleged activation of assets across multiple regions, specifically tasking groups in Balochistan and the Fitna-al-Khawarij (the state-designated term for the banned TTP) to increase their activities .

Field Marshal Syed Asim Munir, in a strong message, stated that the Armed Forces are fully aware of efforts by hostile intelligence agencies to undermine Pakistan through proxy elements and covert networks. He asserted that such attempts to disrupt the country’s internal security and economic progress would fail . The Corps Commanders’ Conference also expressed serious concerns over the continued use of territory under the control of the Afghan Taliban regime by Indian-sponsored terrorist groups, including Fitna al Khawarij (FAK) and Fitna al Hindustan (FAH), to orchestrate attacks inside Pakistan .

The Balochistan Challenge
Lieutenant General Ahmad Sharif Chaudhry’s briefing on recent incidents in Balochistan indicates that terrorist elements continue to target soft targets to spread fear. The martyrdom of ordinary citizens and police officers is evidence that terrorism’s first blow always falls on the vulnerable and unarmed segments of society .

However, there is another side to this situation worth noting. The resistance of Balochistan’s people against terrorists and their cooperation with security institutions demonstrates that—contrary to enemy expectations—the relationship between the local population and the state has strengthened. Pakistan has given immense sacrifices over the past two decades, but the enemy has changed its tactics—small groups, local facilitators, social media propaganda, and cross-border connections now form a network that cannot be broken by guns alone .

Field Marshal Munir’s assertion that the military, with the support of the nation, will eliminate proxy elements and their sanctuaries points to a broader vision—that national security is a shared responsibility.
