KP Security Crisis Deepens as Federal Authorities Weigh Constitutional Options
PESHAWAR, PAKISTAN — WEB DESK: Pakistan’s federal authorities are reportedly increasingly concerned about the security situation in Khyber Pakhtunkhwa, as a renewed wave of militancy and escalating political confrontation between the provincial and federal governments place the PTI-led administration under growing pressure.
A media report cited by Express News, relying on unnamed informed sources, said federal-level concerns include what officials describe as insufficient political and administrative cooperation with law-enforcement agencies and security forces fighting militancy in the province. Because these assertions come from unnamed sources, they have not been independently established as findings against the provincial government.
The report said the concerns extend beyond law and order to the increasingly confrontational relationship between the PTI-led provincial government and state institutions. Officials cited in the report believe sustained political confrontation could complicate an already difficult security environment.
Against this backdrop, the future of the provincial government is reportedly being discussed at the federal level. Several political and constitutional options are said to be under consideration, but no final decision has been made.
Among the constitutional provisions mentioned in the report is Article 232, which deals with the proclamation of an emergency in specified circumstances involving threats to the security of Pakistan or part of the country. The report also refers to Article 234, which concerns situations in which the constitutional machinery of a province cannot be carried on in accordance with the Constitution.
The distinction is important because discussion of constitutional provisions does not mean that emergency rule or another constitutional measure has been imposed or formally decided.
The political dimension could become particularly significant ahead of October 4, when PTI has announced a political programme. Sources cited by Express said the coming days could influence the federal government’s response, depending partly on whether political tensions ease and cooperation between the provincial administration and security institutions improves.
The provincial government, meanwhile, has presented a different account of the security challenge. Chief Minister Sohail Afridi said after a recent terrorist attack in Dera Ismail Khan that terrorism posed a threat beyond Khyber Pakhtunkhwa and called for a change in counterterrorism policy. He also said the provincial police budget had been increased to Rs191 billion for FY2026-27 and argued that implementation of the province’s proposed action plan was necessary.
The situation therefore combines two distinct issues: a deteriorating security environment and a political dispute over responsibility, strategy and institutional cooperation. Any move involving constitutional emergency provisions would require formal constitutional processes; at present, the central development is that options are reportedly being discussed rather than adopted.
