U.S. planes, including bombers, were reportedly expected to stop at the base en route to Middle East operations. However, Italian authorities blocked the landing due to failure to follow the proper authorization procedures.
Under agreements controlling U.S. use of Italian military bases, Rome must be formally consulted and approve any such operations in advance.
