Lake Mead has fallen to a historic low, putting Hoover Dam closer to a level where about 70% of its hydropower capacity could be lost.
WEB DESK: Hoover Dam is facing growing pressure from historically low water levels in Lake Mead, raising concerns over future hydropower generation across the US Southwest.
Lake Mead, the reservoir behind Hoover Dam, fell to about 1,040.4 feet above sea level earlier this month, setting a new record low since the reservoir was filled nearly 90 years ago. The level slipped below the previous record of 1,040.58 feet recorded in July 2022, according to federal data cited by The Associated Press.
The decline is significant because Lake Mead provides water storage for communities, farms and industries while also supplying water through Hoover Dam’s hydroelectric power plant.
Hoover Dam’s critical power threshold
The immediate concern is not that Hoover Dam is about to completely stop generating electricity.
According to the US Bureau of Reclamation, Lake Mead’s 1,035-foot elevation is a critical hydropower threshold. At that level, 12 of the dam’s 17 turbines would no longer be usable because of excessive cavitation risk, leaving only five wide-head turbines capable of operating at lower reservoir elevations.
Reclamation estimates that falling below 1,035 feet could result in an approximately 70% reduction in Hoover Dam’s total generating capacity. The facility has a maximum combined generating capacity of about 2,074 megawatts.
The dam would not immediately become powerless at that point. Reclamation says the remaining wide-head turbines can continue operating to a minimum power-pool elevation of about 950 feet.
Lake Mead only a few feet above the threshold
The recent record low has left Lake Mead only around five feet above the 1,035-foot hydropower threshold highlighted by Reclamation.
The situation has therefore become a major concern for electricity planners and water managers, particularly because the Colorado River system is already under severe pressure from prolonged drought, declining snowpack, high temperatures and long-term water demand.
The Colorado River supports more than 40 million people across the American Southwest and other areas of the basin. However, the 40 million figure should not be interpreted as 40 million people being at immediate risk of losing electricity. The population primarily depends on the river for water, while a much smaller population directly relies on its hydropower generation.
Worst snowpack on record adds pressure
The record-low Lake Mead level follows an exceptionally difficult year for the Colorado River Basin.
The basin experienced its worst snowpack on record during the most recent winter, reducing the amount of snowmelt available to replenish the river and its reservoirs. Years of drought, warming temperatures, evaporation and heavy demand have further reduced the system’s water reserves.
Lake Powell, the second-largest reservoir in the Colorado River system, is also under severe pressure. Together, Lake Mead and Lake Powell form the backbone of the basin’s water-storage system.
States prepare for deeper water cuts
The worsening conditions have already prompted federal action.
Federal officials have announced measures requiring Arizona, California and Nevada to make substantial reductions in their Colorado River water use beginning in 2027. The three states are expected to collectively reduce annual use by about 1.25 million acre-feet, while Mexico will also reduce its allocation under a separate arrangement.
The measures come after years of negotiations over how to manage a river system whose available water has fallen significantly below historic expectations.
No immediate Hoover Dam shutdown
Despite the increasingly serious outlook, there is no evidence that Hoover Dam is on the verge of suddenly shutting down.
The Bureau of Reclamation has previously stated that the dam and powerplant continue to operate normally, while official technical documents identify 950 feet as the minimum power-pool elevation and about 895 feet as the dead-pool elevation.
The more immediate concern is therefore a steep reduction in electricity generation rather than a complete shutdown.
If Lake Mead falls below 1,035 feet, the loss of most of Hoover Dam’s turbine capacity could force utilities to rely more heavily on alternative sources of electricity, potentially increasing pressure on regional power markets.
