According to the new framework, intending pilgrims will have the option to select their preferred Hajj year instead of being restricted to a single annual cycle. The policy aims to improve the management of applications and provide better facilities for Pakistani pilgrims.
The initiative is part of efforts by Pakistan’s Ministry of Religious Affairs to modernise the Hajj process and make arrangements more predictable for pilgrims. Officials said the long-term approach would help authorities improve planning for accommodation, transportation and other services in coordination with Saudi Arabian authorities.
Under the revised system, pilgrims will be able to plan their religious journey according to their personal circumstances, including financial preparation and availability. The policy is expected to reduce uncertainty for applicants waiting for opportunities to perform Hajj.
The Ministry of Religious Affairs has been working on reforms to improve transparency and efficiency in Pakistan’s Hajj arrangements. Previous Hajj operations included separate government and private schemes, with applicants following annual registration procedures.
The introduction of a multi-year policy structure is aimed at creating a more organised process for thousands of Pakistanis who apply each year to perform the pilgrimage.
Saudi Arabia hosts millions of Muslims from around the world annually for Hajj, with each country receiving a designated quota. Pakistan remains among the countries with the largest number of Hajj pilgrims.
