Russia’s Return to G20 Finance Meeting and US Media Restrictions Draw European Criticism

ASHEVILLE, UNITED STATES — WEB DESK: The United States faced criticism from some European officials at a G20 finance meeting in North Carolina after welcoming Russian Finance Minister Anton Siluanov back to the forum in person while also denying accreditation to selected journalists covering the gathering.

The two-day meeting in Asheville brought together G20 finance ministers and central bank governors against a backdrop of mounting global economic challenges, including record debt, an energy shock linked to the Iran war, tensions over China’s large trade surplus and a surge in investment related to artificial intelligence.

But Washington’s effort to focus the gathering on economic growth was partly overshadowed by controversy surrounding Russia’s participation and restrictions placed on some media organisations.

Russian Finance Minister Returns in Person

Siluanov’s appearance was particularly significant because it marked his first in-person attendance at a G20 meeting since Russia invaded Ukraine in February 2022.

Some ministers were surprised to see him seated at the G20 table.

German Finance Minister Lars Klingbeil said Siluanov’s participation sent a “quite troubling” signal about US cooperation with European efforts to maintain economic pressure on Moscow. Europe is preparing another sanctions package targeting Russia over the continuing war in Ukraine.

The criticism should not, however, be interpreted as a formal expulsion of Russia from the G20 being reversed.

Russia remained a G20 member throughout the period following its invasion of Ukraine. What changed in Asheville was Siluanov’s return to in-person participation after years in which Moscow’s involvement at such meetings had been politically contentious.

For that reason, describing the development simply as the United States “bringing Russia back into the G20” would be misleading.

European Officials Reject Appearance of Normalisation

European officials were particularly concerned that Siluanov’s presence could create the appearance that relations with Moscow were returning to normal despite the continuing Ukraine war.

Klingbeil said he would have preferred clearer messaging from Washington that the Russian minister should not be received as an ordinary guest.

European officials also opposed appearing with Siluanov in the traditional G20 “family photo” of finance ministers and central bank governors.

The photograph was ultimately taken without the Russian finance minister, according to Reuters.

The episode contrasted sharply with April 2022, when officials from the United States, Britain, Canada and the European Central Bank walked out of a G20 meeting in Washington during Russian participation as a protest against Moscow’s invasion.

Bessent Holds Bilateral Meeting With Siluanov

Despite European concerns, US Treasury Secretary Scott Bessent held a bilateral meeting with Siluanov.

Russia’s Finance Ministry said the discussions covered financial cooperation within the G20 framework, while a US official said the meeting focused on President Donald Trump’s Ukraine peace initiative.

The meeting did not amount to an announcement of sanctions relief or renewed US-Russia economic normalisation.

Bessent told the Russian minister that Washington would not offer financial agreements or economic relief until Russia ended its war in Ukraine, according to reporting on the talks.

That qualification is crucial because Siluanov’s presence and bilateral engagement could otherwise be interpreted as evidence of a broader easing of US economic pressure on Moscow.

No such policy shift was announced.

US Treasury Criticised Over Journalist Restrictions

A second controversy involved media access.

The US Treasury denied credentials to some journalists seeking to cover the Asheville gathering, including a Bloomberg News team and individual reporters from The New York Times and The Wall Street Journal.

Klingbeil criticised the restrictions, saying journalists had a legitimate interest in reporting openly on the G20 gathering and describing the exclusion of journalists or entire editorial teams as unacceptable.

The New York Times and Bloomberg also criticised the Treasury’s decision, according to the Associated Press.

The Treasury defended its accreditation process.

A spokesperson said more than 300 media representatives were covering the meeting and noted that another New York Times reporter had received access. The department said media access carried a responsibility to report factual information consistent with established journalistic standards.

The restrictions therefore affected selected reporters and organisations, rather than constituting a blanket exclusion of journalists from the G20 meeting.

Washington Wants G20 Focused on Growth

The political disputes distracted from the economic agenda Washington had hoped to emphasise.

Bessent argued that stronger economic growth was the most effective way to deal with the enormous debt accumulated globally since the 2007-09 financial crisis and the COVID-19 pandemic.

Global debt earlier this year reached a record of nearly $353 trillion, intensifying concerns about financial stability.

The US Treasury identified several obstacles it wants G20 economies to address, including excessive regulatory and administrative burdens, inefficient financial incentives and tax systems, inadequate public and private investment, fragmented domestic markets and gaps in workforce skills.

Washington also took the unusual step of inviting private-sector figures to participate in some sessions focused on growth.

The Trump administration has emphasised deregulation, increased energy production and innovation as central elements of its economic strategy.

AI Investment Boom Shapes Economic Debate

Federal Reserve Chair Kevin Warsh also attended the Asheville gathering, his first international economic policy meeting since taking office in May.

Warsh said the global economy appeared to be entering an investment surge, with rapid spending on artificial intelligence helping reverse the long period of weak investment sometimes described as “secular stagnation.”

AI-related infrastructure investment has become an increasingly important component of US economic activity, although it has also contributed to shifts in capital flows and Treasury yields.

China’s Trade Surplus Next on Agenda

Washington also plans to use the G20 discussions to address global trade imbalances, particularly China’s large goods surplus.

Bessent said he would encourage other G20 members to reassess their trading relationships with China as part of an effort to push Beijing toward greater domestic consumption rather than relying heavily on exports.

He pointed to China’s approximately $1.2 trillion trade surplus as evidence of an imbalance that Washington believes is unsustainable.

French Finance Minister Roland Lescure, however, stressed that achieving a more balanced global economy would require adjustments from all major economic blocs — including China, the United States and Europe.

Two Controversies Overshadow Growth Agenda

The Asheville gathering therefore combines major economic-policy debates with renewed geopolitical tensions inside the G20.

Russia was not readmitted to the G20, because it had never formally ceased being a member. Instead, Siluanov returned to a finance ministers’ gathering in person for the first time since the 2022 invasion, provoking criticism from European officials concerned about signalling normalisation with Moscow.

At the same time, Washington’s decision to deny credentials to some reporters prompted a separate dispute over press access and transparency.

Despite those controversies, the United States is seeking to keep the broader G20 agenda focused on global growth, debt, investment and trade imbalances as finance officials confront an increasingly uncertain international economic environment.
