Rubio Warns Countries Helping Iran Evade US Sanctions Could Face Penalties
WASHINGTON, UNITED STATES — WEB DESK: US Secretary of State Marco Rubio has warned that countries helping Iran circumvent American sanctions or establish mechanisms to generate sanctioned revenue could themselves face US penalties, sharpening Washington’s economic pressure campaign against Tehran amid continued regional tensions.
Rubio made the remarks during an interview with The Brian Kilmeade Show after being asked about Indian Prime Minister Narendra Modi’s recent meeting with Iranian President Masoud Pezeshkian and suggestions that New Delhi and Tehran could be moving towards a trade arrangement.
Rubio rejected the suggestion that a new India-Iran trade deal had been established, saying he did not believe such an agreement existed. At the same time, he acknowledged that countries conduct their own foreign policies and that many governments maintain diplomatic contacts with Tehran.
Rubio Draws Distinction Between Diplomacy and Sanctions Evasion
Rubio’s comments drew an important distinction between talking to Iran and helping Tehran bypass US economic restrictions.
He noted that Washington itself has maintained contacts with representatives of the Iranian government during various discussions. His warning was instead directed at countries that, in the US administration’s view, could help Tehran circumvent sanctions or create alternative channels for generating revenue.
Rubio said President Donald Trump’s position was that governments should not help Iran evade American sanctions. He added that countries choosing to establish mechanisms that Washington believes enable prohibited Iranian revenue flows could also face sanctions.
The distinction matters because Rubio did not announce sanctions against India or any other specific country during the interview.
His statement was a warning about possible future penalties if Washington determines that a country is facilitating sanctions evasion.
Remarks Follow Modi-Pezeshkian Meeting
The warning followed Modi’s meeting with Pezeshkian on the sidelines of the Shanghai Cooperation Organisation summit in Bishkek.
The two leaders discussed bilateral relations and opportunities to strengthen economic cooperation, alongside regional developments. The meeting prompted questions about whether India and Iran could deepen trade relations as Washington intensifies pressure on Tehran.
Rubio, however, specifically pushed back against describing the meeting as evidence of a new trade deal.
That means the latest US statement should not be reported as confirmation that Washington has sanctioned India over Iran, threatened India specifically with immediate sanctions, or determined that the Modi government is currently helping Tehran evade sanctions.
The warning was framed more broadly and applies, according to Rubio, to any country that facilitates sanctions circumvention.
US Intensifies Economic Pressure on Tehran
Rubio’s remarks come as the Trump administration increases economic pressure on Iran.
Recent reporting shows Washington has been seeking to isolate Tehran financially and discourage governments and companies from maintaining transactions that could undermine US restrictions. Reuters reported in late August that the intensified sanctions campaign was adding pressure to an Iranian economy already strained by conflict and falling trade.
The administration’s approach relies heavily on what are commonly described as secondary sanctions — measures that can target non-US companies, financial institutions or other actors for certain dealings with sanctioned Iranian entities or sectors.
The practical impact depends on the specific transaction, entity, applicable US sanctions authority, exemptions and licensing arrangements. Maintaining diplomatic relations or conducting every form of trade with Iran does not automatically constitute sanctions evasion.
This is particularly important for countries such as India, China, Pakistan, Türkiye and Gulf states that maintain varying degrees of diplomatic or economic interaction with Tehran.
Rubio Links Warning to Iran’s Nuclear Programme
Rubio also reiterated the Trump administration’s position that Iran must not acquire a nuclear weapon.
He argued that Washington’s primary pressure would remain economic but said the United States reserved the right to use military force when it considered such action necessary.
Rubio further accused Tehran of using revenues to support terrorism and pursue nuclear weapons.
Those allegations reflect the US government’s position. Iran has long rejected accusations that it seeks a nuclear weapon and maintains that its nuclear programme has peaceful purposes.
Washington’s warning therefore comes amid a broader confrontation involving sanctions, Iran’s nuclear activities, regional security and continuing military tensions.
Warning Does Not Equal Immediate Sanctions
The central development is a policy warning rather than the announcement of a new country-specific sanctions package.
Rubio said governments helping Iran evade US restrictions could themselves face penalties, but he did not identify India as having violated US sanctions in connection with Modi’s meeting with Pezeshkian.
Nor did he say that ordinary diplomatic engagement with Tehran would trigger sanctions.
For international reporting, the distinction is significant: Washington is threatening potential penalties for sanctions evasion, not declaring that every country trading with or maintaining relations with Iran will automatically be sanctioned.
