PIMS Tragedy a ‘Wake-Up Call’ as Khawaja Asif Alleges Widespread Health Sector Corruption
SIALKOT, PAKISTAN — WEB DESK: Defence Minister Khawaja Asif has described the deadly fire tragedy at the Pakistan Institute of Medical Sciences (PIMS) as a “wake-up call,” alleging that widespread corruption and malpractice have deeply affected Pakistan’s health sector and calling for the network behind it to be dismantled.
Speaking at an event in Sialkot on Saturday, Asif alleged that the PIMS tragedy occurred because of corruption and said the incident had exposed serious problems within the healthcare system. He claimed the scale of financial malpractice in the health sector was greater than in other areas. These were allegations made by the defence minister and should not be treated as independently established findings of the PIMS inquiry.
Asif alleged that a network involving multiple actors had developed within the sector and needed to be broken. He also accused health regulatory mechanisms of being part of the problem, using strong language to criticise institutions responsible for oversight.
The minister said institutions whose primary purpose should be protecting and saving human lives had, in some cases, become places where individuals focused on personal financial gain. He also praised anti-corruption authorities for taking action against allegedly corrupt individuals.
His remarks follow the deadly August 26 fire in the PIMS nursery in Islamabad, which killed newborn babies and triggered scrutiny of hospital management, fire-safety arrangements and government oversight. Reporting immediately after the tragedy put the death toll at 14 or 15 in different official accounts, underscoring the need for care when citing the final toll.
An inquiry subsequently uncovered serious concerns over fire safety at the hospital. According to material reviewed during the investigation, the Capital Development Authority had previously raised questions about outdated firefighting equipment, a defective alarm system and inadequate safety arrangements at PIMS.
A preliminary investigation report was later submitted to Prime Minister Shehbaz Sharif. Sources familiar with the report said investigators identified causes and responsibility for the tragedy, examined problems encountered by rescue teams and recommended action against relevant staff who were absent. The report also raised concerns about inadequate facilities and recommended measures aimed at preventing similar incidents.
Following the preliminary findings, the government ordered fire-safety audits at federally administered public hospitals, covering fire alarms, firefighting equipment, emergency exits, evacuation routes, electrical hazards and staff preparedness for emergencies.
Prime Minister Shehbaz Sharif has separately said that officials found guilty of criminal negligence in the PIMS tragedy would receive no concession. He directed the health minister and health secretary to personally oversee improvements at the hospital and accelerate reforms in the health sector.
Health Minister Mustafa Kamal has said decisions on responsibility should be based on evidence and that anyone found responsible would face action. He has also faced calls for his resignation from political figures following the tragedy.
Asif’s comments add a broader corruption and governance dimension to a tragedy that had initially focused attention on fire safety and administrative negligence. Any determination of criminal or institutional responsibility, however, should ultimately rest on the findings of official investigations and subsequent legal or disciplinary proceedings.
