Parliament Passes Domestic Violence Act 2026 in Islamabad

New law criminalizes threats, harassment, and abuse against wives, children, and household members

In a historic joint session, Pakistan’s Parliament has passed the Domestic Violence (Prevention & Protection) Act 2026, applicable in Islamabad. The law criminalizes a range of abusive behaviors, including staring at a wife, threatening divorce or second marriage, keeping a spouse with others against her will, and causing emotional, psychological, or physical harm.

The act also protects children, elderly residents, persons with disabilities, transgender individuals, and other household members. Violators may face up to three years in prison and fines up to PKR 100,000, with additional penalties for failure to pay fines.

Under the law, courts are required to conduct hearings within 7 days and deliver a verdict within 90 days. Victims are guaranteed the right to remain in their home, be provided alternative accommodation, or access a shelter home. Perpetrators may be ordered to maintain distance from the victim and wear GPS trackers.

The law defines domestic violence as physical, emotional, psychological, sexual, or economic abuse that instills fear or causes harm to the victim. Parliament emphasizes protection of the privacy, dignity, and rights of household members while enforcing strict punishments for offenders.
