Pakistan Supreme Court Releases Report on Judicial and Institutional Reforms

ISLAMABAD, PAKISTAN — WEB DESK: The Supreme Court of Pakistan has released a report outlining judicial and institutional reforms introduced between November 2024 and September 2026, highlighting efforts to improve case management, reduce pending cases and expand public access to court services.

Titled Journey Through Reform and Innovation 2026, the document reviews initiatives undertaken to modernise judicial administration, strengthen accountability and improve the efficiency of justice delivery.

Supreme Court Details 86-Point Reform Action Plan

A central feature of the report is an 86-point Reform Action Plan covering multiple areas of judicial administration.

The court says implementation has been supported by dedicated working groups, a structured governance framework and regular reviews of progress.

The approach is intended to make reform efforts more systematic and allow institutions to monitor implementation over time.

Case Backlog and Disposal Rates Highlighted

The report identifies improvements in case disposal as a major area of progress.

It highlights increased attention to long-pending cases and the use of performance monitoring to identify delays.

Reducing case backlogs remains an important challenge for Pakistan’s justice system, particularly for litigants facing lengthy proceedings.

Although the report describes substantial improvements, the publicly available summary does not provide exact figures for the increase in case disposals or the remaining backlog.

Those figures would be necessary to independently assess the scale of the reported improvement.

Digital Services and Judicial Analytics Expanded

The Supreme Court also highlighted efforts to modernise court procedures through digital services and data-based monitoring.

These initiatives are intended to improve administrative efficiency and make court services more accessible.

The report identifies judicial analytics as another area of development, with court performance data being used to support administrative decisions.

Digitalisation may help improve access to information and case management, although its practical benefits depend on implementation and availability to litigants.

Artificial Intelligence and Model Trial Courts

The report also covers initiatives advanced through the National Judicial (Policy Making) Committee.

These include time-bound disposal of prioritised cases, the establishment of Model Trial Courts and the responsible use of artificial intelligence in judicial administration.

The reference to artificial intelligence does not mean that automated systems have replaced judges or are independently deciding cases.

Instead, the initiatives form part of wider efforts to improve judicial processes and institutional capacity.

Accountability and Access to Justice

Other areas covered include institutional transparency, improved services for litigants and greater cooperation between judicial institutions.

The court also documents steps towards international judicial cooperation and more responsive administrative procedures.

The report acknowledges that further work is needed to improve the accessibility, predictability and effectiveness of the justice system.

Reform Implementation Remains Under Review

The publication provides an institutional record of reforms undertaken over nearly two years.

While the Supreme Court reports progress across several areas, the effectiveness of individual initiatives will depend on measurable outcomes, continued implementation and their impact on people using the courts.

The report’s central development is the documentation of an 86-point reform programme and the court’s assessment of progress in case management, digitalisation and access to justice.
