Pakistan Parliament Approves Governor’s Rule in Khyber Pakhtunkhwa

ISLAMABAD, October 15: A joint session of Pakistan’s Parliament on Thursday passed a resolution approving the imposition of governor’s rule in Khyber Pakhtunkhwa (KP), advancing the federal government’s controversial intervention in the province’s administration.

The decision came a day after the National Assembly and Senate separately passed resolutions endorsing the emergency imposed in the province. The joint sitting brought the governor’s rule measure before both Houses for parliamentary approval under the Constitution.

Opposition lawmakers attended the session carrying placards opposing the emergency measures, including slogans declaring that the emergency was unacceptable. The proceedings reflect the continuing political dispute between the federal government and Pakistan Tehreek-e-Insaf (PTI), which leads the provincial government suspended by the federal intervention.

Government cites security concerns

The federal government has defended the measures by pointing to the deteriorating security situation and what it describes as insufficient cooperation by the provincial administration in counterterrorism efforts.

During parliamentary proceedings on Wednesday, Law Minister Azam Nazeer Tarar argued that the security situation in KP had become a threat to national security. He cited government figures indicating an increase in reported terrorist incidents and criticised the provincial leadership’s approach to the security challenge.

The government’s position is that extraordinary constitutional measures are necessary to address the province’s security concerns. These assertions remain the government’s stated justification for its decision and should be distinguished from independently established findings about responsibility for militant violence.

PTI rejects the federal government’s move

PTI has opposed the emergency and governor’s rule, challenging the federal government’s justification and calling for counterterrorism efforts to be pursued through established security mechanisms, including the National Action Plan.

During the National Assembly debate, PTI interim chairman Barrister Gohar Ali Khan rejected the decision and questioned the detention of party members and relatives of the party’s jailed founder, Imran Khan. He also said the party had consistently opposed terrorism.

The dispute has deepened tensions between the federal authorities and PTI following the party’s plans for a protest march to Islamabad demanding Imran Khan’s release.

Political leaders call for dialogue

Although the government defended the measures, some parliamentary leaders urged political negotiations alongside efforts to improve security.

Pakistan Peoples Party chairman Bilawal Bhutto-Zardari called on the government and opposition to resume dialogue and cooperate against terrorism. He described emergency rule as a temporary measure and encouraged the sides to seek a negotiated solution.

Opposition leader Mehmood Khan Achakzai criticised the federal intervention, arguing that provincial rights and resources should be respected. Other government-aligned lawmakers supported the move, describing it as necessary in view of the security situation.

The exchanges highlighted a central question in the dispute: how the government can address militant violence while managing disagreements over provincial autonomy, political representation and constitutional powers.

What the Constitution provides

The emergency proclamation and governor’s rule involve separate constitutional provisions.

Article 232 governs the proclamation of an emergency, while Article 234 addresses constitutional arrangements where a province’s government cannot be carried on in accordance with the Constitution.

Under Article 234, a proclamation relating to governor’s rule must be placed before a joint sitting of Parliament. The provision states that it ceases to operate after two months unless approved for continuation, and that such a measure cannot remain in force for more than six months.

The parliamentary resolution marks an important stage in the process, but the precise legal and administrative consequences depend on the relevant constitutional provisions, the terms of the proclamation and any subsequent legal proceedings.

A consequential moment for KP

The approval places the province’s political future at the centre of a wider national debate over security, federal authority and democratic governance.

The federal government says the measures are intended to strengthen the response to terrorism. PTI maintains that the intervention is unacceptable and argues that security objectives should be pursued without undermining constitutional and provincial rights.

Further developments are likely to depend on the implementation of the measures, any legal challenges and whether political negotiations resume.

Editorial note: This report is based on published coverage of the parliamentary resolution and related proceedings. The positions of the government and opposition are attributed to the respective sides; the report does not independently verify the government’s allegations about the provincial administration.
