Pakistan Authorises Army Deployment in Khyber Pakhtunkhwa
ISLAMABAD, PAKISTAN — October 12, 2026: Pakistan’s federal government has formally authorised the deployment of army troops and military assets in Khyber Pakhtunkhwa to assist the civil administration, protect citizens and secure government installations.
The Interior Ministry issued the notification on October 11 under Article 245 of the Constitution. The authorisation is linked to the duration of the emergency proclamation issued for the province on the same day under Articles 232 and 234.
The decision follows the federal government’s imposition of emergency measures and governor’s rule in KP amid mounting concerns over security and counterterrorism coordination.
Governor to Determine Troop Requirements
Under the notification, Khyber Pakhtunkhwa Governor Faisal Karim Kundi will determine the number of troops and military assets required in consultation with the Military Operations Directorate at General Headquarters (GHQ) in Rawalpindi.
The stated objectives include protecting lives, ensuring the security of citizens and their property, and safeguarding government installations.
The notification also supersedes earlier orders on the matter. Copies were sent to relevant federal and provincial offices, including the President’s Secretariat, the Prime Minister’s Office, the provincial Home Department, the inspector general of police and the registrar of the Peshawar High Court.
The authorisation establishes the legal basis for military assistance to civil authorities. However, the notification does not itself specify the final number of personnel to be deployed or provide a district-by-district deployment plan.
Deployment Follows Emergency Declaration
The move came after President Asif Ali Zardari approved emergency measures for Khyber Pakhtunkhwa, suspending the provincial government led by Pakistan Tehreek-e-Insaf (PTI) and placing the province under governor’s rule.
The federal government has cited deteriorating law and order and concerns about provincial cooperation in counterterrorism efforts as reasons for the intervention.
PTI has rejected the federal government’s action, describing it as an attack on its political mandate and raising objections to the transfer of provincial authority. The dispute has intensified existing tensions between the federal administration and the party, which previously governed KP.
Security Situation Remains in Focus
The army’s authorised role is described in the notification as assistance to civil power, with the protection of citizens and government property among its stated purposes.
The practical scope of the deployment, including troop strength and operational arrangements, will depend on subsequent decisions by the provincial governor in consultation with GHQ.
Further details are expected as the authorities clarify implementation arrangements and the legal and administrative steps associated with the emergency proclamation.
The deployment marks a significant development in the federal government’s response to security challenges in Khyber Pakhtunkhwa, while the political and constitutional dispute surrounding governor’s rule remains unresolved.
