Barrister Gohar Says ‘Empty Talks’ Achieve Nothing as Bilawal Renews Dialogue Offer
ISLAMABAD, October 15: Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar Ali Khan has responded to Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari’s renewed invitation for political dialogue, arguing that statements and promises alone cannot resolve the country’s political disputes without practical action.
The exchange comes amid escalating tensions between the federal government and PTI over the imposition of emergency measures and governor’s rule in Khyber Pakhtunkhwa (KP).
Bilawal renewed his offer to engage PTI and other opposition parties during a National Assembly session on Wednesday, saying he would personally ask Prime Minister Shehbaz Sharif to end the emergency in KP if political conditions were created that made it unnecessary.
Bilawal invites opposition to negotiations
Addressing lawmakers, Bilawal said political dialogue could help create circumstances in which emergency measures would no longer be required in the province.
The PPP chairman maintained that his party did not take pleasure in supporting emergency rule, while arguing that the security situation and political developments in KP had necessitated the federal government’s decision.
He urged the opposition to engage with the government and other political parties, presenting negotiations as a possible route towards easing the confrontation.
Bilawal’s offer followed parliamentary debate over the emergency and the federal government’s justification for its intervention in the province.
Gohar calls for practical steps
Gohar’s response reflects PTI’s position that invitations for talks must be accompanied by concrete measures if negotiations are to produce results.
The PTI chairman has previously criticised government offers of dialogue as symbolic, arguing that political engagement cannot progress without serious efforts from the authorities. He has also raised concerns about restrictions on meetings with PTI founder Imran Khan and the treatment of party leaders and workers.
The disagreement centres on what each side considers necessary for meaningful negotiations. While the PPP is urging the opposition to return to dialogue, PTI has maintained that practical steps and a credible negotiating process are essential.
Governor’s rule deepens political tensions
The latest exchange takes place against the backdrop of the federal government’s move to impose emergency measures and governor’s rule in Khyber Pakhtunkhwa.
The government has cited security concerns and the need for stronger action against terrorism to defend its decision. PTI has opposed the intervention, disputing the government’s approach and raising concerns about provincial authority and democratic representation.
The controversy has also prompted a wider parliamentary debate over constitutional powers, counterterrorism policy and the relationship between the federal government and the provincial administration.
Dialogue remains an unresolved question
Bilawal’s latest invitation signals the PPP’s stated willingness to pursue negotiations, but the exchange with Gohar highlights the continuing disagreement over how talks should begin and what steps are needed to make them effective.
Whether the renewed offer leads to formal negotiations will depend on the positions adopted by the parties and any practical measures they agree to take.
For now, the public statements underscore the gap between calls for dialogue and the conditions each side says are necessary for meaningful political engagement.
Editorial note: The report distinguishes between the parties’ stated positions and independently established facts. The precise terms of any proposed negotiations, and whether the latest exchange leads to formal talks, remain unconfirmed.
