PM Shehbaz Calls High-Level Meeting as KP Emergency and Governor’s Rule Options Considered

ISLAMABAD, PAKISTAN — WEB DESK: Prime Minister Shehbaz Sharif has called a high-level meeting to review the security situation in Khyber Pakhtunkhwa, as federal authorities reportedly consider emergency measures and possible intervention in the province.

Federal cabinet members have been instructed to remain in Islamabad amid expectations of consultations over the province’s deteriorating security situation.

The discussions could include proposals for emergency arrangements in selected districts, although no formal declaration has been confirmed.

High-Level Meeting to Review KP Security

The prime minister is expected to chair the meeting at the Prime Minister’s House in Islamabad.

Senior federal ministers and officials from the Ministry of Interior are expected to participate.

Interior Ministry representatives are reportedly preparing a detailed briefing on security conditions across Khyber Pakhtunkhwa.

The discussions may also consider assessments prepared by national security institutions.

President Asif Ali Zardari and senior military officials are expected to be involved in broader consultations, although their participation in the prime minister’s specific meeting has not been independently confirmed.

Emergency Measures Proposed for 12 Districts

One proposal reportedly under consideration involves declaring an emergency in 12 districts of Khyber Pakhtunkhwa, including areas of the former Federally Administered Tribal Areas that were merged into the province.

The names of all 12 districts have not been disclosed.

Officials are also reportedly considering whether certain administrative powers should temporarily be exercised by federal authorities.

However, these remain proposals under discussion rather than approved measures.

No official notification imposing an emergency in the province has been issued in the information available.

Governor’s Rule Also Under Discussion

The possibility of governor’s rule has emerged as another issue in the consultations.

Governor’s rule generally refers to a constitutional arrangement under which the federal government may assume specified provincial functions when the conditions for intervention are legally satisfied.

It is distinct from a security emergency, and the two measures are governed by different constitutional requirements.

The government has not publicly confirmed that governor’s rule will be imposed.

Constitutional Articles 232 to 234 Under Review

The reported consultations are expected to examine Articles 232, 233 and 234 of Pakistan’s Constitution, which address different aspects of emergency powers.

Article 232 deals with proclamations of emergency in specified circumstances, including threats to Pakistan’s security.

Article 233 concerns the potential suspension of certain fundamental-rights protections during a valid emergency.

Article 234 provides a framework for federal intervention when a province’s government cannot be carried on in accordance with constitutional provisions.

These powers are subject to constitutional conditions and procedures. A meeting or cabinet discussion alone does not automatically activate them.

Federal Cabinet Approval May Be Sought

If the government decides to proceed with emergency measures, the prime minister is expected to seek the necessary cabinet approval and initiate the applicable constitutional process.

A federal cabinet meeting could therefore follow the initial security consultations.

For now, no final decision has been publicly confirmed.

The central development is the government’s reported consideration of emergency options in Khyber Pakhtunkhwa—not the actual imposition of emergency or governor’s rule.
