Bangladesh’s Rooppur Nuclear Plant Raises Hopes and Safety Concerns

ROOPPUR, BANGLADESH — WEB DESK: Bangladesh’s first nuclear power plant is generating both optimism and concern as the country prepares to expand its electricity supply through a major Russian-backed energy project.

The Rooppur Nuclear Power Plant, located in Ishwardi in Pabna district near the Padma River, is designed to generate 2,400 megawatts of electricity through two reactors, each with a capacity of 1,200 megawatts.

The project represents a major shift in Bangladesh’s energy strategy as the country seeks to reduce its dependence on imported fossil fuels and strengthen long-term electricity security.

Supporters believe the facility could help stabilise electricity supplies, support industrial growth and reduce pressure on the national power system.

However, some residents living near the project have expressed concerns about nuclear safety, potential accidents and the management of radioactive waste.

Questions have also been raised about the country’s ability to manage the technical and financial responsibilities associated with operating a nuclear facility over several decades.

The plant has been developed with Russian assistance through the state nuclear corporation Rosatom, which has provided technology, engineering support and financing arrangements.

Bangladesh has relied heavily on Russian expertise during construction, raising questions about long-term dependence on foreign technical support, nuclear fuel supplies and maintenance services.

The project has faced delays and rising costs, with its commissioning timetable affected by construction challenges, international financial restrictions and technical requirements.

Nuclear energy advocates argue that the plant could provide reliable low-carbon electricity and help Bangladesh diversify its energy mix.

Unlike coal- and gas-fired power stations, nuclear reactors generate electricity without directly releasing carbon dioxide during normal operation.

Nevertheless, the technology requires strict safety procedures, trained personnel, independent regulatory oversight and secure arrangements for handling radioactive materials.

The safe management of spent nuclear fuel remains an important issue for communities and policymakers, particularly because radioactive waste requires specialised handling and long-term supervision.

Bangladesh’s government has maintained that the Rooppur project is being developed under international nuclear safety standards and with support from experienced technical partners.

As the country moves closer to commercial nuclear electricity generation, the project’s long-term success will depend on safe operation, transparent oversight and its ability to deliver dependable electricity at a sustainable cost.
