Pakistan and IMF Edge Closer to Staff-Level Deal Amid Key Policy Negotiations

ISLAMABAD — Pakistan and the International Monetary Fund (IMF) are engaged in critical virtual negotiations aimed at finalizing a staff-level agreement, with talks centered around four pivotal policy areas that could shape the country’s economic trajectory.

According to senior officials from Pakistan’s Ministry of Finance, provinces have requested a delay in implementing agricultural income tax, citing the severe impact of recent floods on the rural economy. The natural disaster has left many farming communities struggling, prompting provincial governments to seek more time before enforcing new tax measures.

Another major point of discussion is Pakistan’s wheat procurement strategy, which is now being incorporated into the IMF’s Memorandum of Economic and Financial Policies (MEFP). The IMF has urged Pakistan to develop a transparent and efficient mechanism for wheat procurement—potentially involving open market purchases or private sector participation—instead of relying solely on government channels.

The third issue involves asset declarations by public officials, a move aimed at enhancing transparency and accountability. Pakistan is also negotiating the timeline for releasing the Corruption and Governance Diagnostic Assessment Report, a sensitive document that could have wide-ranging implications for governance reforms. The government has requested additional time to finalize and publish the report.

Finally, Pakistan’s economic team has appealed to the IMF for flexibility in certain structural benchmarks, hoping to expedite the agreement process. These benchmarks are part of broader reforms under the Extended Fund Facility (EFF) and the Resilience and Sustainability Facility (RSF), which aim to stabilize Pakistan’s economy and enhance climate resilience.

Finance Minister Muhammad Aurangzeb has expressed optimism that the remaining issues are not “showstoppers,” and anticipates that a formal agreement could be reached during his upcoming visit to Washington.

The outcome of these negotiations is expected to unlock approximately $1.2 billion in funding, providing much-needed support to Pakistan’s external account and fiscal framework.
