Punjab CM directs enforcement of ban on smart glasses and spy devices

Date:

The provincial order restricts camera-enabled glasses and concealed recording devices, citing privacy, public safety and security concerns.

LAHORE — WEB DESK: The Punjab government has imposed a 30-day restriction on the use and sale of camera-enabled smart glasses and miniature cameras disguised as everyday objects, citing concerns over privacy, unauthorised recording and public security.

The order was issued by the Punjab Home Department under Section 144 of the Code of Criminal Procedure, 1898, and took immediate effect on October 20. It will remain in force for 30 days unless withdrawn earlier.

The restriction covers smart glasses with hidden recording capabilities and miniature cameras concealed in objects such as pens and keychains. Retailers, wholesalers, traders and distributors are also prohibited from selling or offering the specified devices for sale, including through online platforms.

Why Punjab has imposed the restriction

The provincial government cited risks associated with covert recording and the unauthorised collection or transmission of audio, images and video.

According to the Home Department’s order, the unrestricted use of concealed recording devices could threaten individual privacy, public order, sensitive information and the safety and dignity of women and children.

The order identifies locations including airports, examination centres, government facilities, healthcare institutions, shopping malls and court premises as areas where the misuse of such devices could create particular concerns.

Which devices are covered?

The order specifically targets camera-enabled smart glasses with hidden recording capabilities and miniature cameras disguised as ordinary objects.

It also prohibits the sale of these specified devices through physical shops and online channels.

However, the restriction does not cover laptops, handheld tablets, mobile phones or terminal equipment approved by the Pakistan Telecommunication Authority. Authorised law-enforcement personnel are exempt from the restriction on using the specified devices.

The precise application of the order to individual products depends on their features and whether they fall within the categories specified by the notification.

Lahore High Court case adds to scrutiny

The move comes amid legal scrutiny of the unregulated import and sale of camera- and microphone-equipped smart glasses.

A public-interest petition before the Lahore High Court has raised concerns about privacy, personal dignity and national security. The court directed the federal government to forward a summary to the federal cabinet concerning the regulation of smart glasses.

The court proceedings and provincial restriction reflect wider concerns about how wearable technology can record people in public and private settings without their knowledge.
