CDF Asim Munir, Russian Interior Minister discuss bilateral security ties

Date:

Field Marshal Asim Munir meets Russian Interior Minister Vladimir Kolokoltsev in Rawalpindi as Pakistan and Russia discuss regional security, organised crime cooperation and closer institutional ties.

ISLAMABAD, PAKISTAN — WEB DESK: Pakistan and Russia have reaffirmed their commitment to strengthening bilateral security cooperation following a meeting between Chief of Defence Forces and Chief of Army Staff Field Marshal Asim Munir and Russian Interior Minister Vladimir Kolokoltsev at General Headquarters (GHQ) in Rawalpindi on Wednesday.

According to the Inter-Services Public Relations (ISPR), the discussions focused on matters of mutual interest, the regional security environment and closer coordination between the security institutions of both countries.

The meeting comes during Kolokoltsev’s four-day visit to Pakistan, which began on Monday at the invitation of Interior Minister Mohsin Naqvi. Dawn reported that it was the first visit to Pakistan by a Russian interior minister.

Pakistan and Russia Discuss Regional Security

ISPR said both sides emphasised the importance of stronger institutional links and improved coordination between Pakistan’s and Russia’s security organisations.

Field Marshal Munir reiterated Pakistan’s commitment to deepening its longstanding relationship with Moscow and expanding practical cooperation in areas of shared interest, particularly security.

The Russian interior minister, meanwhile, acknowledged Pakistan’s contributions to regional peace and stability. He also praised the professionalism and sacrifices of Pakistani security personnel in the fight against terrorism, according to the ISPR statement.

The official account did not announce a new defence treaty or a specific military agreement arising from the GHQ meeting.

Pakistan and Russia Move Towards an Extradition Treaty

Separately, Pakistan and Russia agreed to work towards finalising an extradition treaty and pursue cooperation on organised crime and information exchange during talks between Interior Minister Mohsin Naqvi and Kolokoltsev in Islamabad.

According to the Pakistani interior ministry, the two sides also agreed to pursue a memorandum of understanding on preventing organised crime and to ensure early implementation of a readmission agreement.

The proposed cooperation is intended to strengthen coordination between the countries’ relevant institutions in addressing cross-border crime and related security challenges.

The discussions also covered collaboration between Pakistan’s Anti-Narcotics Force and relevant Russian agencies.

Cybercrime and Law Enforcement Cooperation

Pakistan and Russia also discussed expanding cooperation between Pakistan’s National Police Academy and Russia’s Police Academy, including efforts to improve the prevention of cybercrime.

Naqvi expressed interest in learning from Russia’s experience in combating cybercrime. Kolokoltsev stressed the importance of joint action against organised crime, including terrorism, drug trafficking and illegal migration.

The Russian minister claimed that his country had achieved a 33 per cent reduction in cybercrime through effective measures. The figure was reported as his statement and was not independently verified in the available reports.

Officials also agreed that working groups from the two countries’ interior ministries would visit each other to advance cooperation.

Visa Facilitation and Educational Links

The discussions extended beyond security to travel, education and employment.

According to the interior ministry’s account, both sides discussed facilitating visa procedures for tourists and businesspeople, as well as opportunities for skilled Pakistani workers to travel to Russia.

Naqvi said simplifying visa procedures could strengthen people-to-people contacts between the two countries.

He also stated that approximately 1,300 Pakistani students were studying in Russia and expressed interest in expanding educational opportunities.

The reported discussions did not establish a new visa-free arrangement or confirm a finalised employment programme.

Background: Pakistan-Russia Relations

Pakistan and Russia have expanded engagement in several areas, including energy, trade, diplomacy and security.

The relationship has developed alongside efforts by both countries to identify areas of common interest and maintain dialogue on regional and international issues.

The October 14 meetings reflect continued engagement between Pakistan’s military and law enforcement institutions and their Russian counterparts. However, the agreements discussed by the interior ministers remain subject to the relevant formalisation and implementation processes.
