FIA Registers Case Against CDA Officials Over Alleged Fraudulent Plot Allotments in Islamabad

ISLAMABAD, PAKISTAN — WEB DESK: Pakistan’s Federal Investigation Agency (FIA) has registered a criminal case against officials of the Capital Development Authority (CDA) over allegations of fraudulent residential plot allotments in Islamabad’s Sector I-12/4.

The case was registered by the FIA’s Corporate Crime Circle in Islamabad following allegations that CDA officials were involved in processing forged property files and issuing unlawful allotments.

Former CDA Director of Land Irfanullah and Sidra Anwar are among the individuals named as accused in the case.

The allegations have not been established in court, and registration of the case does not amount to a finding of guilt.

FIA Investigates Alleged Forged Plot Files

Investigators are examining allegations that officials used fabricated plot files to facilitate unlawful allotments in Sector I-12/4.

The case involves a person identified as Aslam, whose entitlement was allegedly affected by the disputed allotments.

Investigators suspect that officials acted together to process allotments that were not legally authorised.

The allegations include forgery, misuse of official authority and fraud.

The available information does not specify the relevant provisions of law under which the case was registered.

Former CDA Land Director Among Accused

Former land director Irfanullah and Sidra Anwar have been named in the reported criminal case alongside other CDA personnel.

The FIA is also expected to examine the roles of a former Member Estates and an assistant director.

Those plots, measuring approximately 30 by 60 feet each, were reportedly allotted to the legal heirs of a deceased landowner who had already received compensation land in Punjab.

CDA Member Estate Muhammad Zaman Wattoo confirmed that the authority was investigating the disputed allotments and examining the roles of officials involved in processing them.

However, the available information does not conclusively establish whether the FIA’s newly registered case covers all ten plots examined in the earlier inquiry or a narrower set of transactions.

Investigation Focuses on Accountability

The allegations raise questions about the verification of land ownership, compensation entitlements and the handling of official property records.

The CDA’s land administration system includes procedures for compensating people whose property was acquired for the development of Islamabad.

Such allotments require accurate records to establish eligibility and prevent duplicate or unauthorised compensation.
