Pakistan, IMF Eye Staff-Level Agreement This Week as $1.2bn Disbursement Nears

ISLAMABAD, PAKISTAN — WEB DESK: Pakistan and the International Monetary Fund are moving closer to a staff-level agreement as negotiations over economic and financial policy commitments enter a crucial stage, potentially clearing the way for around $1.2 billion in fresh financing.

The two sides have begun detailed discussions on the Memorandum of Economic and Financial Policies (MEFP) and are working to resolve outstanding issues before concluding the ongoing review.

The visiting IMF mission is expected to remain in Islamabad until Wednesday, with Pakistani officials hopeful that sufficient progress can be made to finalise a staff-level agreement during the current week.

If all outstanding issues cannot be settled before the mission leaves Islamabad, negotiations are expected to continue virtually until consensus is reached.

The review covers Pakistan’s programmes under the IMF’s $7 billion Extended Fund Facility and $1.4 billion Resilience and Sustainability Facility.

Successful completion of the review could pave the way for approximately $1.2 billion in combined financing under the two arrangements, subject to subsequent approval by the IMF Executive Board.

The negotiations have entered the policy-finalisation stage after discussions covering fiscal performance, monetary policy, the energy sector and structural reforms.

Pakistan has also amended its State-Owned Enterprises Ownership and Management Policy 2023 as part of efforts to meet commitments under the IMF-supported reform programme.

The changes address financial reporting standards for state-owned enterprises and clarify the regulatory framework applicable to entities overseen by the State Bank of Pakistan.

The Finance Division, working with the Auditor General of Pakistan, is also required to establish a detailed financial management framework for statutory state-owned enterprises.

Energy-sector challenges remain an important part of the review, particularly circular debt and the financial sustainability of electricity and gas companies.

The economic impact of continuing Middle East tensions is another risk confronting policymakers.

Higher international petroleum and gas prices could increase Pakistan’s import costs, add pressure to inflation and complicate decisions involving interest rates, the exchange rate and energy pricing.

Pakistan remains particularly vulnerable to international energy shocks because of its dependence on imported fuels.

Despite these challenges, the current negotiations appear to have progressed sufficiently for officials to expect an agreement in the coming days.

However, a staff-level agreement would not itself trigger an immediate release of funds.

Any disbursement would remain subject to completion of the review process and approval by the IMF’s Executive Board.

The outcome of the negotiations will therefore be closely watched by financial markets as Pakistan seeks to maintain macroeconomic stability while managing external shocks and implementing reforms required under its IMF programmes.
