UK Accuses Chinese Institute of Using AI Research to Aid Espionage

LONDON, UNITED KINGDOM — WEB DESK: Britain’s domestic intelligence agency MI5 has accused a Chinese research organisation of funding academic projects in areas including artificial intelligence and cybersecurity to strengthen China’s intelligence capabilities, prompting the UK government to urge universities to cut ties with the institute.

MI5 issued what it described as its first public “Espionage Alert” concerning the China General Technology Research Institute, or CGTRI.

According to the British intelligence agency, CGTRI has “very strong ties” to China’s Ministry of State Security, the country’s civilian intelligence agency.

MI5 said more than 100 academics linked to UK institutions had contributed to projects funded through the Chinese organisation.

Research areas reportedly included artificial intelligence, cybersecurity, covert communications and steganography, a technique used to conceal information within other forms of data.

British authorities said many academics and universities may have entered the research arrangements in good faith without knowing about the institute’s alleged intelligence connections.

However, MI5 warned that continued cooperation could expose individuals or institutions to potential legal consequences under Britain’s National Security Act 2023.

UK Security Minister Dan Jarvis has written to university leaders calling on them to end existing arrangements with CGTRI.

British officials argue that the alleged programme demonstrates how advanced academic research can potentially be used to develop capabilities valuable to foreign intelligence services.

China has rejected the allegations.

The Chinese embassy in London described the accusations as unfounded and said academic cooperation between Chinese and British institutions was voluntary and conducted in accordance with applicable laws.

Beijing also warned that such allegations risk damaging legitimate academic and scientific cooperation between the two countries.

The dispute comes amid wider British concerns about foreign states attempting to gain access to sensitive technology, research and expertise.

It also highlights the growing national-security significance of academic work in artificial intelligence and cybersecurity as governments compete over advanced technologies.

The latest warning could lead British universities to conduct further reviews of foreign research partnerships, particularly those involving technologies with potential intelligence, defence or cybersecurity applications.
