President Zardari Approves Key Bills, Tamgha-e-Shujaat for PIMS Nurse

ISLAMABAD, PAKISTAN — WEB DESK: President Asif Ali Zardari has approved several important legislative and administrative summaries, including bills concerning Pakistan’s cultural heritage, standard time references and environmentally sound management of hazardous materials aboard ships.

The president also approved the conferment of Tamgha-e-Shujaat on Pakistan Institute of Medical Sciences staff nurse Razia Noreen, recognising her bravery during a fire at the Islamabad hospital.

According to details published Wednesday, the approved measures include the National Institute of Folk and Traditional Heritage (Lok Virsa) Amendment Bill 2026 and the Standard Time (Interpretation of References) Amendment Bill 2026.

The Lok Virsa legislation concerns the institutional framework governing the preservation and promotion of Pakistan’s folk and traditional heritage, while the standard-time legislation amends provisions governing references to standard time.

President Zardari also approved revisions to the Table of Organisation and Equipment (TO&E) of the Armed Forces Institute of Urology in Rawalpindi.

A TO&E defines an organisation’s authorised structure as well as its personnel and equipment requirements. The latest approval therefore relates to the organisational and equipment framework of the military medical institution.

Another approved measure concerns the environmentally sound management of hazardous materials contained aboard ships. The legislation focuses on handling potentially harmful substances in the maritime sector while addressing environmental-protection requirements.

PIMS Nurse Razia Noreen Honoured for Bravery

The most prominent individual recognition among Wednesday’s approvals went to PIMS staff nurse Razia Noreen.

President Zardari approved the Tamgha-e-Shujaat for Noreen in recognition of her actions during the PIMS hospital fire, when she risked her own life to rescue a newborn child.

Express Urdu reported that Noreen safely brought out the sole surviving child during the incident.

The Tamgha-e-Shujaat is a Pakistani civil decoration awarded in recognition of acts of bravery.

Wednesday’s presidential approvals span legislative, administrative, environmental and national-recognition matters, rather than constituting a single policy package. The individual summaries were placed before the president through the relevant constitutional and administrative processes.

The PIMS nurse’s award has also received independent coverage from multiple Pakistani news organisations, strengthening verification of that element of the announcement.
